Staff

Shane Kenney Executive Director FPPB

Shane has been working with students since 1998. He has served as a youth pastor in Florida for many years as well as coaching at the local school. It was during that time that he got a burden for campus ministry. In February of 2011 he joined First Priority in West Florida. In July of 2013 he moved his family to West Texas to become the Executive Director in the Permian Basin. Shane lives in Odessa, TX with his wife, Natalie, and oldest daughter Tori. His youngest daughter Tristan and her husband live in Anchorage, AK.

Natalie Kenney FPPB Area Director and Administrator

Natalie has served in youth ministry since 1998. She has a burden to reach lost people with the Gospel and uses that passion to train students to be missionaries on their campus. Natalie is the leader and main contributor for the writing team that produces the FPPB curriculum. She also coordinates the 115+ volunteers – training and equipping them for success in clubs. When not serving her community, you can find her at local sporting events. O-H-I-O. Natalie and Shane celebrated their 30th wedding anniversary in the fall of 2023.

Tony Baccari Midland Area Director FPPB

Tony has been working with students since 2011. He has served as a youth pastor in Coahoma and Odessa Texas. He has volunteered with First Priority since 2018, where he equipped students with the tools they needed to share their faith at school. Tony serves as our Midland Area Director, which currently includes Midland, Greenwood, and Stanton. Tony is married to Jennifer, and they have 3 beautiful daughters: Ava, Livi, and Emmy.

Randy Unruh

Randy has been in full-time ministry for 35 years (since 1989). His first 15 years and his last 5 years have been spent right here in the Permian Basin. During that time, he has spent the majority of time ministering to students, kids and their families. His love and desire of personal relationships are his motivation to connect both students and adults to their own relationships with Christ and each other. He loves spending time with his family (especially those grandkids), golf and watching all kinds of sports.

Angela Starnes Odessa City Coordinator FPPB

Angela has been in ministry since 1995 and is associate pastor alongside her husband, Todd, at Odessa First Assembly. Angela teaches English in her church and is involved in Spanish ministry. She has helped bridge the gap at First Priority with our Spanish speaking students by interpreting during club time. She has three amazing children who have been involved in First Priority. As a family they love spending time together playing games, going on trips, and doing ministry together!

Tori Kenney Social Marketing Specialist FPPB

Tori has volunteered with First Priority for a few years. Now she is adding her Social Marketing skill set to the team. Her goal is to use social media to bring awareness to the community about how students are reaching their schools with the Hope of Christ. Tori is an avid reader of mystery books, enjoys photography and loves spending time with her golden retriever.
